Celerity

Celerity was primarily used by the warez/hacker/phreaker/etc. scenes. The authors seemed to try to limit who could use it and how many BBSs in a given area code ran it, though going by what is posted on the Wikipedia page that would not be the case (Wikipedia content is not perfect).
Version 2.04 was apparently released 05-21-1996 according to this page on The BBS Archive :

Ken Sallot writes "Celerity was a forum hack based on the TCS 1.50 source code. It eventually supported multiple-nodes as well, and was probably the most popular forum hack in 1990."
